Union Finance Minister in Pre-budget discussion with Chief Minister and Finance Minister of states New Delhi, Chief Minister of Rajasthan, Ashok Gehlot put forward the demand of special status for the desert state by its water needs. Gehlot raised the demand in the "meeting of Chief Ministers and Finance Ministers of states" presided over by Union Finance Minister Pranab Mukherjee in Vigyan Bhawan, New Delhi on Thursday. He told that for last many years state is demanding special status for it. Same demand is also raised by other states but in Rajasthan's peculiar geographical conditions water-crisis is the cause of concern and a big challenge for the state. He said looking at recurring draughts and famine and availability of water-which is just one percent, for a time being state should be accorded the status of special status promptly. So that the need for water in every village to be fulfilled by the year 2011, which was also provided in the presidential speech. Gehlot requested for the additional budget of Rupees One Thousand Crore for National Rural Drinking Water (NRDM) scheme. He told that due to lack of water state has to face the problems of law and order and blockade of Highways. If state is accorded special status the drinking water schemes could be completed on time by bringing water of Indira Gandhi Canal, Narmada and Chambal. Gehlot said that in the desert state-Rajasthan cost of bringing water-electricity and construction of roads are more then other states because of the location of its farthest villages, hamlets and dispersed small settlements. He also asked for the need to raise the limit of loan to 4.5 percent for the year 2009-10, for the fulfillment of major projects related to the drinking water. Gehlot informed that twelve districts of Rajasthan are affected by draught and famine. In these districts working days under the NREGS Should be increased to 150 from 100, so work doesn't stop in these areas and poor people get work. With it, he also demanded that freedom should be given to provide employment to people within the radius of five km from their homes for the ones who opt for it. He also raised the need of starting the work of permanent nature and for its effective inspection, better management, transparency and accountability he asked for the appointment of permanent employees to administer it well.
