New Delhi, May 12 (ANI): Union Science and Technology Minister Kapil Sibal today called for developing Research and Development (R and D) facilities in order to promote basic research in institutions in the country.

Speaking to media after a meeting with the State Ministers of Science and Technology here, Sibal lamented that only around 150 persons among one million people pursue R and D in India.

"In developed nations, around 7000 people in one million population pursue R and D. In India, in around 156 people among one million people pursue R and D. 21st century is an era of knowledge. So if we don't encourage knowledge and education, our country will remain backward," Sibal said.

"Even China is moving forward with a fast pace. So, we want that doctorates, post doctorates, institutes of advanced learning, everything should move forward with fast pace, so that number of human resource persons in our country is increased. This will not just help in imparting knowledge in a proper way, but help our country to compete with rest of the world," he added.

The meeting also reviewed the work of the state councils on science and technology.

The Central Government has been assisting the states since the launch of sixth Five-year plan to set up state councils on science and technology that would act as focal forum for formulation, planning and coordination and promotion of S and T activities in each state.

These councils are creating awareness among the people about science and technology. Their role is also to popularise scientific knowledge and devices in rural areas with emphasis on biotechnology and non-conventional energy programs and energy conservation. They also help in promoting awareness programmes on conservation of environment.

The purpose of all these efforts is to improve socioeconomic conditions through application of science and technology. (ANI)
