New Delhi, August 14. Several public welfare decisions were taken under the chairmanship of Rajasthan Chief Minister Smt. Vasundhara Raje in State Cabinet meeting held at Jodhpur on Monday.
Five Percent Reservation to Widows
The Parliamentary Affairs Minister Shri Rajendra Rathore informed that decision had been taken to provide five percent reservation for widows from amongst the present provision of 30 percent reservation for women in Government services. He said that the service rules of 101 departments had been amended for the purpose.
Mayor within the Purview of Lokayukta
Shri Rathore informed that the Rajasthan Lokayukta and the Deputy Lokayukta Institution Act. 1973 had been amended. Earlier the names of the Chairman of Municipality and Municipal Council were included under the Act. but now the Mayor and the Deputy Mayor had also been brought within purview of the Act through an amendment. He said that according to this decision, the Mayors of Jaipur, Jodhpur & Kota and Deputy Mayors had come under the jurisdiction of the Lokayukta.
Transport Department Made Nodal Agency for Road Security
The Parliamentary Affairs Minister said that there was no Nodal Agency for road security keeping in view the increasing road accidents in the state. Now the rules of business of the Transport Department had been amended and the Department been made a Nodal Agency for the purpose. The department would identify the most accident prone areas and provide technical suggestions for the prevention of accidents.
He said that there was a condition in the Section 4 E of 'Bikri Kar Bhugtan Aasthagan Yojana' 1987 that the entrepreneurs who would continue production in the industry for seven years and take the benefit of exemption in C.S.T. and R.S.T. would also have to maintain average production in the next five years; otherwise they would have to pay
C.S.T. and R.S.T. There were 370 such industrial units in the state on which there was a demand of Rs. 60 crores under this provision, of which Rs.20 crores demand was against the entrepreneurs of Jodhpur division. The Cabinet took the decision to write off the demand under the Central Sales Tax Act. Thus 370 industrialists of state and 110 entrepreneurs of Jodhpur would get a gift from the State Government.
Concessions in Regularisation of Colonies Developed on Agricultural Land
The State Cabinet took an important decision to provide concessions in regularisation of residential colonies setup on agriculture land. Earlier it was essential to keep 60 percent residential area and 40 percent facility area but now the State Government had provided relaxation in the ratio of 75 and 25 percent. This means that the colonies which have 75 percent residential area and 25 percent facility area would get the benefit of regularisation.
There are about 711 such residential colonies in which the way for regularisation of more than five lakhs plots would be cleared. Shri Rathore said that the State Government had fixed charges for regularisation of these colonies. In the private areas where residential colonies had been developed the minimum rate of Rs.45 per square yard and the maximum rate of Rs. 80 per square yard would be charged. This decision would benefit five lakh families of the state.
The colonies developed on Government land and the acquired land under the different schemes would be regularised at the rate of 25 percent charges of the fixed reserved rate for the area.
Regularisation of Commercial Activities with Conditions
The Cabinet took the decision to regularise the commercial activities being taken up in residential premises in the cities have population of more than one lakh with some conditions. This scheme would be implemented in 20 cities of the state and over 2 lakh persons be benefited.
Scheme of regularisation on the basis of width of roads
Shri Rathore informed that Rajasthan would be the second state of the country, where the scheme to regularise on the basis of width of road
is being implemented for running commercial activities. He said that different rates had been fixed for regularisation on the basis of width of the road.
Private Participation in Health Services
The Parliamentary Affairs Minister said that the State Cabinet had decided to invite private participation in health services. According to this, the voluntary organisations, religious trusts, private medical colleges would take up the health centres of the government sector for management on contract basis. The scheme would be reviewed every three months and the contract would be extended after the first year. Each voluntary organisation or the contractor institution would have to provide bank guarantee of Rs. one lakh. The contractor would also have to provide same services to the people as was being provided by the government.
