Jaipur, November 23. The Chief Minister, Smt. Vasundhara Raje has requested the Central Government to notify rates of royalty on major minerals at an early date as recommended by the study group constituted for the purpose of reviewing the rates.
In a letter written to the Prime Minister, Dr. Manmohan Singh, the Chief Minister said that the Union Ministry of Mines had constituted a study group on revision of royalty rates and dead rent on major minerals (other than coal, lignite and sand for stowing) on 24th August, 2006 in which Rajasthan was also a member.
Smt. Raje stated that the study group has since submitted its report to the Ministry which is under examination. She has requested that the Ministry of Mines be directed to notify rates of royalty on major minerals at an early date according to the recommendations of the study group.
The Chief Minister has said that the revenue from the collection of royalty on minerals contributes substantially to the state's non-tax receipts. She said that the rates of royalty on minerals are fixed by the State Government whereas the royalty rates on major minerals are determined by the Government of India and levied as per section 9 of Mines & Minerals  She said that the Ministry of Mines last notified the rates of royalty on 14th October, 2004 and hence revision has become due.
Smt. Raje said that it has been generally experienced that the rates were revised and notified much after three years as evident from the previous dates of notification in 1984, 1987, 1992, 1997, 2000 and 2004.
